Optics, not cleaning
An optical brightener removes no dirt at all. It deposits on the fabric, absorbs ultraviolet light and re-emits it as visible blue, which cancels out the yellow cast that cotton develops with age and washing. The eye reads the result as brighter and cleaner than physically possible. It is the cheapest perceived-performance upgrade available to a detergent formulator.
Which brightener for which product
CBS-X is the stilbene brightener suited to liquid detergents and to formulations containing hypochlorite bleach, because it survives conditions that destroy the more common powder brighteners. For a spray-dried powder, a CBS or DSBP type is usually the better fit, tell us your base and we will confirm which to use.
Dosing
Liquid detergent 0.05 to 0.2%. Powder detergent 0.1 to 0.3%. There is a genuine ceiling: past a certain point the fabric takes up no more brightener, and overdosing simply wastes an expensive additive while giving white cloth a faint blue-grey tint. Start low and step up.
Dispersing
Pre-disperse in warm water or in the surfactant phase; it is only sparingly soluble and will settle as a gritty sediment if you tip the powder straight into a finished batch.
